Battery has 628 cycles since 2017, so it is already 7 years in service. Impedances are huge even for LiPo cells. 

 Consider installing new cells if you want to get good battery FCC and good performance.

The cells are worn, and chemically gone, nothing in this world can increase their capacity. Cells are consumables.

No. Just 25% while real health is about 63% 

 You could update FCC through Reset page. Set FCC to 2320mAh like was measured in discharge, press Write button. 

 But chemistry profile should be reprogrammed too because cells resistance is too big and chip will compute FCC with offset on the next cycles.

as i know u also say no too change fcc with write button

 In this case it is allowed because Measured Capacity is much more then FCC.
