Battery is locked, because cells voltages are very low. It could not be charged.
Precharge the cells above 3 volts then unlock the chip.

No. NLBA1 could only charge UNLOCKED battery, so battery which is in good working condition.
Your battery is Locked. So it should be repaired first.
