It is locked for sure because Manufacturer Access is 0x8908

I tried the 1,2,3 pins as SP to no avail.

SP line marked on the PCB as "SYS" but chip is locked so it does not matter whether it is connected to ground or not. 

This chip is not supported by Nlba1. But having in view it is Dell battery it could be tried full pcb exchange for another board which uses supported bq403xx controllers.

This chip can't be unlocked over remote session. 

Can be done locally in my workshop.
