Why do you need the EEPROM? This chip can be unsealed and reset with no problems at all. You need to describe what are the issues with the battery.
Also post a screenshot with the battery parameters left side of the software.

It looks like laptop issue.
Chip reports RSoC 1%, this is what EC reads and then translates to ACPI driver.
Windows should report 1% as well.
Try update BIOS and drivers.
Also check this battery in another laptop.
If my French is correct the laptop is not charging this battery! Can it be charged by NLBA? Seems that you have not connected the System present pin when connecting to NLBA. Please also post a picture of how you connect the battery to NLBA.
Yes, 0x8E00 means SysPres not connected.
Another recommendation would be to charge the battery in the Nlba to 30% and then check what is reported by laptop and if it will start charging it.
Sorry guys my NLBA Dell pin got bad so i used needles to connect it with which opened the holes in the battery creating no contact when connected to the laptop.

You get Error Code 20 because you try to read EEPROM but chip is SEALED.
Disconnect SYS pin from battery connector, go to RESET tab and then UNSEAL the chip and you can read EEPROM successfully.

His issue was related to poor contact in battery connector. After some handcrafting it was resolved.
But if you wants to exchange the dumps they should belong to same battery models and same chip firmware versions. Otherwise battery behaivor could be unpredictable or even bricked.
From your screenshot it's different battery model as Design Capacity and Device Name not like topic starter posted. Also chip firmware version on both batteries is unknown.
