I reworked the fuse

Fuse is not properly restrored.

Check the fuse restoration tutorial.

This time I even replaced the 3legs fuse with jump wire but, no changes. It locks again after seconds.

Post updated photo of the fuse after restoration.

There is misunderstanding of the issue.  Chip could not be unlocked untill fuse and its control circuitry are properly restored. It checks it each time after reset, if there is any issues chip locks repeatedly. 

On the picture above you put a jumper on all three legs of the fuse including control pin. It is violation of recovery method which could damage small fuse control mosfet. There is special attention in tutorial to take care of control pin what is ignored by many customers.
