noted charging voltage is 12300mv. it should be 12600v for the case.

also confirmed in bq software, charging voltages are 4200mv.
charging voltage should be 12600.

Charging Voltage can be changed dynamically by the chip according to FCC and SOC.
Considering battery has very low FCC this could be the reason.
