The problem I have is that it doesn't recognize the CHIP name and doesn't reset the FCC according to the new Cell. FFC only stops at 2897mah when it should be 5200mah

Chip is not detected by SMBus because it's a china clone battery and probably has some low quality chip form A216X or SH79FXXX family.
Post good quality close up photos of the PCB to visually confirm it.
