You can find the pinout of any battery very easy. The method is described in NLBA user manual chapter 7.

Clock and Data looks the same on multimeter check. Try to reverse the wires.

Check the fuse, sometimes manufacturer feeds Wake-Up line from the fuse instead of Pack+ pin. In this case chip could not be waked up normally by applying external voltage to the pack. In this case fuse control pin should be isolated, fuse recovered and wake-up to retry normal way.
