Your Dewalt battery does not have a smart chip inside. If you check the labeling of the contacts, C1 to C4 are actually the joints to the cells. It means that the charger does the balancing, the logic is inside the charger. Inside the battery, there is protection only, no "smart part".

B+ and B- are the power that goes to the tool
