@djibattworkshop there are vendors in Pakistan who deals in cells .

What should i check in wiring ?

It should replaced for shorter wires with larger cross-section.

ok so i was going to replace the cells with short connection wires , but today when i came to the shop i rechecked the cells , and in both attempts it gave me two different cells results , what could be the reason

Original cells were Samsung ICR18650-28A designed for 4.30v at full charge.

These Liitokala Panasonic cells are 4.20v at full charge. They could be destroyed fast by overcharging because chip sends 12900mV request to charger.

There is a tutorial on the forum how to reprogram controller to use 4.20v cells instead of 4.30v. It requires ev2300 programming adapter and bqEVSW software for Dell chips. Having in view you not have it, it will be better to find Li Ion HV cells designed for 4.30 or 4.35v. 

Ask your supplier.

IR results are still very bad for new cells.

You should change your supplier because the cells are not in good condition.

Probably old or even used before.

Me pretty sure these are Liittokala rebranded Panasonic NCR18650B cells. They are quite popular nowadays due to low price. But the capacity is just 3200...3300 instead of declared 3400mAh. And impedances are quite high and not repeatable within a batch. Liittokala not have their own cells production, they typically buying the cells from vendors after long storage for discounted prices and and resell under their brand.

There is something that you don't understand.

Don't worry about the eeprom.

First you need to fix the core of the problem, and for you this is the cells.

No matter what you do with the eeprom the battery will never work properly if your cells are bad.
