Please tell us what kind of Windows is installed on your laptop.

Do you hear usb connect sound when cable is connected to laptop ?..
Also go to Device Manager, and check if new usb device is found when cable is connected. If so, right-click on it and select Properties, then go to Details tab, select Hardware Ids and paste a picture.

Good. Now measure the voltage on Port 1 Smbus, pin C and pin D relatively to pin G.
Multimeter black probe on VSS 1.1, red probe on SCL 1.2, then on SCL 1.3 pins.

SCL == 3.20v
SDA == 3.20v
is it correct ?..
So now connect any good battery. Start NLBA1 software, select ev2300, press Connect button.
