 ev2300 and ev2400 are not NIP-Embedded product. It is produced by Texas Instruments. And we recommend to visit their product page and ask their support team. We dont have enough expertise with Windows 11 so we could not provide you with qualified response.

 No. You no need any license to work with this type of hardware. bqEVSW and bqStudio are free software.
