I've re-cell the batteries to brand new li-po ones
Cleared all errors but remaining capacity alarm still present no matter what I do.
and as soon as I connect the battery to the laptop it turns on for just 1 second and turn right back off , then a number of errors return and the battery gets locked again
can i get help with this battery?

In this case it's normal because Remaining Capacity is 0. RCA flag will be set as soon and remaining capacity drops below the preset value for RCA which in your battery is 328mah.

When this happens go to reset tab and read chip info to see PF status.
Do you have any load connected to the battery? The instant current is -200ma which is not normal.
Connect only GND, CLOCK & DATA wires to NLBA and post another screenshot.
