this battery cant unseal, please help

Battery looks in working condition. Why do you want to unseal it ?..

No, it is not locked. Because PFF is all zeroes.
Charge and discharge disabled because System Present pin is not connected to ground.
Follow battery pinout to properly connect SP wire.
