Hello, i have a New Battery with BQ3050 Chip State:
Locked + Bad Cell Balance.
what can i do to resolve the Cell Balance an unlock the Chip?
You have to open the battery and manually precharge the cells with lab power supply.
Current must limited to 150-200mah intil the cells reach 3.0v, after this the current can ne increased.
As soon as voltages are stable above 3.0v you can connect it to NLBA clear PF from the chip memory and battery can be used normally.
There is no other possibility here without destroying the battery housing. Unfortunately, the housing parts are cast or glued

No. Unless you are aware of the cells orientation in the case.
You you know where GND & VP cells connections are you can just drill 2 small holes in the case and precharge from there.
In all cases you need physical contact with the cells, there is no other way.
On some chips there is but not on this one.
Even that, how do you balance the cells ? you would have access to the pack plus but not on the cells contacts.
the whole plus would be enough. had one open and charged the entire plus on the PCB and Minus of all cells together. This was enough to get the pack out of the locked.
Sometimes charging the whole pack is enough to get the battery going but it really depends on the cells condidtion and voltage.
If the cells are very unbalanced the chip will lock again during charge or discharge.
There is unbalance delta volatge threshold limit set in the chip memory. Usually it's anywhere from 300 to 800mv depends how it's set from manufacturer.
So lets say that the unbalance delta thresholt is set to 500mv and during discharge one of the cells is at 3.5v and the other cell has higher internal resistance and drops to 3.0v the chip will lock again.
Post screenshot of the battery that you managed to precharge and unlock so we can see the cells voltages.
Also post results from cells check tab with internal resistance measurement.
This is how you can evaluate the cells condition.
