Your cells are bad, pre-charge them first or replace them.
There is something wrong here because pack voltage is reported as 5421mv which is ok, but cells voltages are reported as 0mv.
If cells were really at 0mv he would need to Power On the PCB in order to get readings, but he didn't need to do it.
You didn't connect SP pin to ground, on this battery it's needed in order to enable charge/discharge.
