I recelled this battery and can not get it unlocked. Fuse is OK. It is like Sp was not connected, I also changed diode that connects to SP pin may be it was faulty. Is there any other reason that there is disabled charging and discharging?

Correct. Manufacture Access 0x8E08 means System Present pin from chip is not connected to ground. Also SP bit is missing in the Chip Info description. Check wiring and pcb.
