Can charge voltage be adjusted to 12600v instead of 12900v? . New cells are 3,7v 2200 mAh

I have also this 44+ battery with same cells (orange LG LGABC21865) 4,3V 

Chip is the same 51F51 LGC-LNV V0217

When reading chip, charging voltage is 12600mV. May be charging voltage is low because cells are in its low end, near empty?  Or can I use regular 3,7 cells with this chip?

I tried with 470ohm resistors instead of cells and aplied higher voltage. I still see 12600mv charging voltage.

So I used this dump and wrote it to other battery that I have recelled with regular 3,7V 2600mah cells.

@djibattworkshop May be, if not I do not understand. However I made a calibration process and results were good. Cells charge up to 4200, so I will save this dump for future use. Thanks!
