received this battery unlocked but with burnt fuse.

restored fuse and it burnt again, tried again and burnt again but chip remains unlocked.
what may cause this? bad fuse or mosfet?

client was in hurry so he took the battery.(my last remote request was on 31 aug and reply came on 12 sep, so i didn't gave him the option)
