Could it be that the cells are dead or there is some other problem?

 Cells produced in 2014 and have over 800 cycles. 

 What do you expect from such a battery ?.. 

 Check the log.

Static unbalance is 65mV (at no current). 

Dynamic unbalance is 154mV (in charge).

 It is too much and causes charge issue. Cell 1 goes beyond safety limit and chip stop charge to prevent overheating. 

Consider rebuilding a battery with new cells. 

 If customer is happy with small runtime like a backup battery you could try to precharge Cell 2, Cell 3 to minimize static unbalance. So battery could be fully charged.
