Hi,
When i connect the positive and negative should there been an output, checking on some videos as soon as its connected it comes on,
i tried with new battery no response,

The power on button is used for reading dead batteries.
Your battery is locked; that's the main reason why it does not have output voltage.
Please paste a picture with all the battery parameters so I can help you fix this battery.
