Hello Do cells need to be replaced? I want to reset this battery because the chip is locked but will not allow

Please use next time a shorter topic title and include the battery name and chip name.

This is the battery pack Voltage:

It is very low, cells are over discharged, the chip could be in reset mode and that's why the cells voltage are read 0mV. Such a battery can be repaired only by replacing the cells.

I recommend you to watch our video tutorials first.
