Dump is Ok so there is nothing to fix there.
bq9000 chip could not be unlocked if fuse not properly recovered.
So paste picture of the fuse.
I send you also original eeprom with old FCC 418mAh. If you can fix this eeprom and send me to try. I think eeprom is problem.
You can write for FCC 5000mAh because new cells are 2500mAh two in parallel (total 6 cells, FCC = 5000mAh).
it is a dump from another working battery same model.
Provide your email to get password.
If it will work on your battery then FCC could be adjusted in original dump.
Otherwise you need to fix hardware issues first.

FCC could be adjusted by entering value some higher then real cells capacity because this battery uses 10 mWh instead of mAh to report capacity. Try to enter 5400 in Reset tab to get 5000 on BatInfo page.
