I have tried every combination for sp pin . none turned the output led on.

It's not. When you you connect it PRES bit will be active, now it's not.

Output LED can be off for another reason. First find SP pin.

What was initial Cycle Counter and Production date ?..

Please return back initial cycle counter and production date. They have nothing to do with charge or discharge issues.

which pin did you use on those battery in the role of System Present pin ?..
@djibattworkshop I have replaced cells and done this reset. But if you consider it necessary then I will do as you say.
