this thing is, do or what it does cause i have been open and replacing cells but this is the first time am seeing this attached to the cells cause the cells of this battery need to be  change and replace with another cells.......

I tired the pinout that you gave here is the results

 there is output led but there is no reading,
and i even added the power on

 but there is still no data shown

Check if clock & data wires are making proper contact.

YES THERE ARE

This is a thermal protection fuse, but since output LED is on the fuse is working properly.

Since you have opened the battery can you please post pictures on both sides of the PCB so we can identify the chip.

Some of these old Toshiba batteries have only eeprom chip, and if this is the case you will be not able to read any data since there is no SmBus communication.
