tester could measure it correctly
Its my fault the meter could not measure diod value correctly no I have change the meter...

Values not looks like they should be on working battery. Probably there is an issue on the pcb.

Direct diode check - OL
Reverse diode check - 0.5 - 0.9v
you could take any working battery and check correct values

Check if new pcb programmed to 4.20 or to 4.35v type of cells.

@djibattworkshop That was BQ30z55 chip and programmed as per your guidelines about cell specifications also handed over to customer. BQEVSW did this....
