Cells were over discharged, i charged them, unsealed chip, read, saved cleared errors, write word 0021 to register 00, bridged open fuse, battery still locked for charging and discharging...help!!!!

we never recommend this for bq40320, you found it in bq20zXXX tutorial which has nothing to do with bq40320. These are different chips.
